SK will bring

If the law is passed in the form in which it is now, that is the risk that the number of children in orphanages will continue to grow. Who will educate them? Who’s going to hug them, to kiss, to learn to tie his shoes and fix the blanket for the night? Apparently, the Investigative Committee. Since there are experts at writing laws about foster parenting, for sure, and caregivers.

  • The government will tighten the requirements to the adoptive parents and reduce the number of foster children in the same family
  • I don’t want to be an adoptive parent
  • Will toughen. 4 times
  • An open letter to the Minister of education: “We hear only the constant accusations and suspicions”

We learned about all quite by accident

At the end of last week in the public space there was a document supposedly created in the bowels of the Ministry of education of the Russian Federation. It’s called “the Draft Federal Law on introducing amendments to certain legislative acts of the Russian Federation on protection of the rights of children”.

No, bill is not submitted for public discussion. No, it was not published in order to know the opinion of relevant NGOs, to consult with lawyers, psychologists, professional foster parents. No, our opinions do not ask. We all actually learned quite by accident.

The document was secretly dispatched to regional care. It is, of course, another bill, but Directive, guidance, instruction, individual items of which from the top of the recommended to perform.

So already. With the “Dima Yakovlev Law”: before the first reading the draft law is sent out to the regions, verbally encouraging the protection of any foreign adoptive parents with orphans are not familiar, and documents of those who are already familiar, “slow down, and the court not to pass”.

Then more than three hundred Russian orphans with disabilities has received a lesson, double betrayal, again losing the chance to love and be loved, to call someone mom and dad. Orphans about cannibalistic law, of course, no one did not explain: you had the chance and done that.

Key points of the current amendments:

  • Hard limiting the number of children in foster care: if the bill is passed, the total number of children in the family, including adopted, may not be more than three. That the most tolerant to the idea of adoption a large family – the authors of the law apparently hasn’t been reported.
  • Limiting the time of adoption. According to the authors of the bill to adopt or take custody of the child, the family is entitled only one time a year.
  • The tightening of the psychological and psychiatric examination. Now to undergo testing and interviews to obtain the views of psychologists are required not only to potential adoptive parents, but also all their relatives and children. The bill also describes the procedure of the annual psychological-psychiatric examination of the adopted child in the presence of guardianship (this was not before). All the experts who read the draft law has already spoken (link to Petranovskaâ) that the proposed test schemes are inadequate and cannot show true picture of what is happening in foster care.
  • The ban on free movement adopted family. Now the family, adopting a child, can neither leave nor move from where she lived in the time of the decision about adoption without the permission of the guardianship. Strictly to watch that is in fact, a limitation of freedom of movement, guaranteed by the Constitution, has custody.

Who came up with the threat of the law and whether he will be punished

Announcing the bill, the head of the new Ministry of education (it was created August 13) Olga Vasilyeva August 15 said: “We will tighten the selection of the so-called parents. Tightened, great tightened. Very tightened”.

A few days later, at a specially assembled press briefing, Vasilyeva from the Bill denied: “<…> the entire document as a whole, has not been agreed neither with me nor with the Ministry of education, the composition of which is formed”, – said the Minister.

And, on the one hand, all excited, and on the other I got even more confused. The document bears the signature of the responsible for all the innovations of man. This specialist of the Ministry of education and science (the same one that has now become the Ministry of Education), responsible for the development and coordination of the Bill Arbekova Olga.

She wrote a justification of the amendment, referring to the List of orders of President Vladimir Putin N 913. In open source such a List of instructions no. What instructed Putin, whether he realized Olga and why it does not know anything like her video, Olga Victorovna, boss Olga Vasilyeva – is unclear.

The text of the document signed by another woman, I. Romanova, she, as the signature works as the Deputy Director of the Department of state policy in the sphere of protection of children’s rights. Department of this before, were included in the structure of the Ministry of education. In connection with renaming and other disturbances in the Ministry, the Department has not disappeared: it continues the structure of the Department headed by Vasilyeva.

Does this mean that employees Olga Yurievna doing something behind her back? Stems from disagreement Vasilyeva with the text of the Bill is that someone who secretly invented and wrote down all these dangerous innovations, will be punished, and innovations will not pass?

And then who do come up so quickly … adoptive parents, psychologists, social workers and charities working in the field of adoptive parenthood amendment?

In the document, and it is said. The authors refer to the Investigative Committee, which six months ago, clearly hinted that the current Law he doesn’t like. “Procedure for transfer of abandoned children and orphans in families, and monitoring the adoptive parents require to be revised,” – said in February 2018, the year the official representative of SK Svetlana Petrenko.

The investigative Committee can understand. According to official statistics the number of violent crimes (violence, murder) in foster care is higher than in blood, so in the world.

First, because the situation in foster care is more difficult than in blood, and secondly, because everything that happens in foster care was clearly visible: this is followed by social workers, and custody, and many who do. The cases of family violence in the family blood often does not endure, as the dirty linen in public, for public discussion.

Secondly, the available statistics are tricky. According to official data, UK, in 2015-m to year the victims were found 142 children left without parental care. Of these, 95 people – those who live in foster care and 47 located in the “system”). In this case we have in mind not only cases of domestic violence, but street fights, accidents. Just today in Russia 171 thousand children have been adopted and 226 of thousands of those who is under guardianship. That is, only about 400 thousand children, changed the children’s home for a family. It turns out that 400 thousand people – 95 incidents of violence.

According to all the same insurance for the same 2015 victims recognized 12000 children. Only in Russia, about 30 million children. Very simple mathematical operations are given to understand that the percentage of crimes committed in foster care less, but they are resonance. And it really bothers Investigation Committee.

The system does not spoil the statistics – so she’s good

How in the world are struggling with problems in foster care? Very simply, increasing the resource foster family. Attract more social workers, psychologists, help with the problem of adaptation, unload the mother, creating a comfortable environment for both the foster child and the host family.

As I used to deal with something that irritates the Investigative Committee? That’s right, the bans.

According to the UK if foster homes commit crimes, to solve the situation is very simple: it is necessary to prohibit an adoptive family. After all, if you reduce the number of foster children, I think in the UK, and the number of crimes will decrease.

Arguments about love and the chance at a normal life, about the importance of the word “mother”, about family values and the basic ability to brew tea, so necessary to man – not an act, it’s understandable.

But do not act entirely mathematical arguments about how much money the government saves foster care: the minimum amount allocated by the state per child in an orphanage per year – about one million rubles. The maximum payment to a foster child receives family – about 250 thousand rubles a year. Saving 750 thousand rubles per year. The money that could be spent on adaptation, support, psychologists, Tutors – just about anything. The child and his needs, the needs of the family, took the trouble to love and raise.

But this argument in the UK is not valid. In the existing system of state care of orphans, with all its derivatives – an orphanage, a centre for the promotion of social order, psycho-neurological boarding school, anything – the Investigative Committee does not see anything unnatural: this system does not spoil the statistics. So she’s good.

Annually in Russia there are about 55 thousand new orphans. A bill becoming a Law, just make a “no-go” candidates, more than half of those wanting to adopt children. Therefore, in the system, in best case, will settle for thirty thousand “extra” orphans in the year: children severe physical, psychiatric problems and mental features. Budget, it’ll bring about 20 billion additional loads per year. Did the Investigative Committee, where to take them?

If the law is passed in the form in which it is now, that is the risk that the number of children in orphanages will grow by approximately 30,000 orphans per year, which in five years will turn into a 150 thousand unloved and useless children. The whole city. Who will educate them? Who’s going to hug them, to kiss, to learn to tie his shoes and fix the blanket for the night? Apparently, the Investigative Committee. Since there are experts at writing laws about foster parenting, for sure, and caregivers.
